1. Management quality - impact on the patient satisfaction 

The goal of the thematic unit is to raise the level of understanding about the need to build modern management in the healthcare system. The quality of the healthcare system would be achieved by applying modern management tools, such as strategic management and planning, risk management, human resource management, information security management, and project management.
A quality healthcare system is a prerequisite for the functioning and development of the general social community. The most developed world economies, as well as the less developed ones, attach special importance to this topic. All the achievements in the field of quality science can find their most useful application in healthcare, whose function is to provide people with the best life quality. Thanks to the above, the most developed countries today invest considerable resources in the development and implementation of systems for quality management in healthcare.
Globalisation, rapid technological changes, changes in the patient's requirements and more modern services on the market represent main challenges for the modern business of any organisation, especially those that are part of the healthcare system. The need for better quality management is greater than ever. Contemporary challenges in all areas of work and activity require each participant in the health care system to perform a managerial role at a certain time, within a smaller or larger healthcare organisation.Applying the mission, vision, and strategy in their work, continuously improving the provision of services to insured persons, reporting and proposing measures for improvement, organizations in the healthcare system use management tools that lead to excellence. In the end, all participants in the health care system have the same goal to meet the needs of the patients. These needs are legally integrated into the system. In addition to these, there are also needs that the healthcare system, with the provision of all conditions, can provide as added value to raise the quality of the healthcare, and thus the satisfaction of the patient.

2. The importance of the controlling function in health care in order to achieve the satisfaction of the insured/patient 

The goal of the thematic unit is to raise awareness of the controlling function inside the healthcare system to achieve better monitoring and evaluation of the effectiveness of the healthcare system in providing quality healthcare. The controlling function identifies problems and adjusts the strategy to achieve better results in monitoring and managing healthcare costs. This ensures the financial sustainability of the healthcare system, increasing the quality of healthcare and the satisfaction of the insured/patient.
A big challenge in healthcare is finding a balance between the high expectations of the insured/patients regarding medicine and the increasing pressures of the system's economic efficiency. The financing system faced with a lack of financial resources, growing healthcare spending, and accumulated debts from the previous periods is the central problem of the healthcare system.
Implementing the controlling function in the healthcare system would ensure access to management in running an organization that supports the concept of continuous improvement, an approach to work that systematically seeks to achieve small, gradual changes in processes to improve efficiency and quality. Solving the challenges of traditional financing models of the healthcare system through new models and sources of financing in correlation with achieving efficiency on the expenditure side is aimed at achieving the long-term sustainability of the healthcare system. With new contracting models in primary health care (payment per service unit, capitation fees, QI, KPI measurement), the funds invested in the payment of health care services would be linked to the expected treatment outcomes, directly affecting the satisfaction of the insured/patient.

3. Insured/patient satisfaction with health care services provided in healthcare institutions

The aim of the thematic unit is to refer to the difficulties faced by insured persons/patients, how they affect satisfaction and what is expected of the health system in the direction of improvement.
Quality health care, in accordance with health status and generally accepted professional standards, is one of the fundamental human rights. The quality of services in general, including health services, is subjective in nature. It depends, first of all, on the level of meeting the needs and expectations of users of these services. Satisfying the needs, wishes and demands of the insured/patient with health services is not easy. In order to increase the satisfaction of policyholders/patients with health services, it is necessary to continuously monitor and analyse their attitudes, expectations and perceptions and determine whether and to what extent they match those of service providers. The concept of the quality of healthcare services is constantly advancing and transforming depending on the interest and the level of involvement of all participants (medical staff, patients, financiers, legislators) in the field of quality management. One of the problems being solved is how to measure the quality of health services and the satisfaction of the patients with those services. Satisfying the needs of insured/patients with health services is not easy because their satisfaction involves satisfaction with the service provider as an individual (doctor or any other health care professional), and with the wider organization of the health system. Key elements that influence policyholder/patient satisfaction in health care facilities include the affordability of healthcare, the quality of healthcare, and the physician's personal relationship with the patient. Insureds/patients expect affordable high quality, clear and transparent communication at all times, a relationship with respect, and the safety and availability of the services they need.

4. Informatization of the healthcare system as a function of effective management 

he goal of the thematic unit is to make participants aware that computerization is a key tool for quality management, and it is difficult to imagine quality management without it. There are no quality health care services nor a satisfied insured/patient without quality management. We aim to improve the computerization of the healthcare system in HNC by exchanging experiences.
Computerization of the healthcare system is becoming increasingly important in today's world where technology is developing rapidly. The use of information technology in the healthcare system provides numerous opportunities for effective management of the system and improvement of the quality of healthcare.
One of the main advantages of computerization of the healthcare system is the possibility of quick and easy access to a large amount of patient data, which enables more precise diagnostic procedures, optimization of therapeutic procedures and reduction of the risk of treatment errors. Also, electronic health records enable better coordination between different health professionals, which contributes to faster and better treatment of patients.
Computerization of the health system also enables efficient resource management, which is especially important in situations such as a pandemic, when it is necessary to react quickly and efficiently to changes. For example, the use of artificial intelligence can help predict the risk of the spread of disease and enable the rapid detection of new cases and monitoring of trends.
However, computerization of the healthcare system is not without challenges. It is necessary to ensure that the systems are secure and that regulations on the protection of personal data of insured persons/patients are respected. Also, it is important to ensure the training of healthcare professionals in the use of information technologies in order to ensure their proper application and maximum benefit from them.
With the proper application of information technologies, the computerization of the health system can contribute to effective management and improvement of the quality of health care and enable better care for policyholders/patients.

5. New public management within healthcare institutions - a challenge or an urgent need  

The goal of the thematic unit is to encourage healthcare sector participants to introduce new public management into their systems as a management model that aims to raise the level of adaptability to changing circumstances and achieve a higher level of resistance to crisis situations. Introducing new public management seems like an urgent need that currently seems like a challenge. In practice, the application of new management systems may encounter difficulties during implementation, but their quality application would improve the work of healthcare system participants and the quality of services, which results in a satisfied insured/patient.

The successful and efficient operation of healthcare institutions, which are complex systems that depend on various social, economic and political influences, requires the application of modern management principles.
The concept of new public management as a new management paradigm in the healthcare system has the goal to manage legal entities making the healthcare system more effective and better for participants while meeting the requirements of insured/patients. Implementing the concept of new public management would enable legal entities - participants in the healthcare system to efficiently organize their operations, to have more rational operations, to increase the quality of services to insured persons/patients, and to implement certain structural reforms.

New public management in legal entities - healthcare system participants would ensure quality health care, transparency, better communication with insured/patients, responsibility, and greater efficiency. New management systems would encourage better cooperation between different parts of the healthcare system, and as a result, there would be improvements in the quality of healthcare and increased satisfaction of the patients with the services provided.
